After the events on Marineford, the Straw Hat Pirates have been splitted.
During two years they have trained hard to develop their skills, and they meet again on Sabaody island.
New adventures leads them to the New World.
They discover in Punk Hazard a conspiracy around artificial Devil Fruits, the Smiles, led by Doflamingo and Kaido.
The Coliseum tournament
Luffy makes a pirate alliance with Trafalgar Law and heads to Dressrosa, the country of love, passion, and toys. Donquixote Doflamingo, one of the Seven Warlords of the Sea, serves as king of the country where living toys walk the streets. Luffy and Law are in this country to negotiate with Caesar to have Doflamingo withdrawn from the Seven Warlords of the Sea.
When Luffy lands, he hears of a tournament with Ace's Flame-Flame Fruit as the prize for winning. Luffy enters the Corrida Coliseum and meets a female gladiator called Rebecca. She is a prisoner who joined this tournament because she will be freed if she wins 1,000 fights. Yet no matter how strong you are, 100 fights will have anyone smarting, throbbing, and aching.
Although the legendary gladiator Kyros is said to have had 3,000 wins, no one knows the truth of it. The reality is that you simply put on a show until you die...
This country seems peaceful, but has an extreme dark side. Rebecca tells him that she was raised by a one-legged toy “soldier”. She says that when she learned the one-legged toy soldier planned to sacrifice himself to defeat Doflamingo, she decided to win the tournament and get the Flame-Flame Fruit to protect him.
The former king who stole riches from his citizens and forced them to live in poverty... As his granddaughter, Rebecca is hated by the people. Still, she holds back her tears while she continues to fight. She continued to win by only parrying attacks, and found herself face to face with Luffy in the final match.
The secrets behind the toys
Riku, the former king who slipped from power, was made to look like he betrayed his own people due to Doflamingo's evil scheme. The Tontattas of this country have an obligation to King Riku, and make a plan to clear his name and save their friends by blowing up the factory that makes SMILE, the man-made Devil Fruit. The leader instigating the Tontattas is the one-legged soldier who raised Rebecca.
All the toys of this country are people who have been changed by the power of Sugar, a follower of Doflamingo. Those who have been changed into toys have their very existence forgotten.
Without knowing it, the people of this country have had important people and their memories stolen from them. When people are changed into toys by Sugar's power, they are forced into a contract of complete obedience to the Donquixote Family. The one-legged soldier managed to escape before the contract, however, and is the only toy who can resist Sugar.
Elsewhere, Law is captured by Doflamingo and brought to the Dressrosa Royal Palace. Knowing the darkness of this country, Luffy sends Sanji and the crew off to the next destination on Sunny, and decides to go with Zoro to save Law. Then a strange man appears before Luffy. Luffy knows the man's identity, and lets him fight in his place in the tournament as he leaves the Coliseum.
Tontattas and Straw Pirates join their forces
The final battle of the tournament begins in the Coliseum. Rebecca fights boldly while desperately evading the enemy's attacks, but is eventually worn down. At that time, Luffy escapes the Coliseum and infiltrates the Royal Palace with Zoro. While Zoro is fighting with Pica, a top leader of the Donquixote Family, Luffy encounters the one-legged soldier.
He is actually the legendary gladiator Kyros, and Rebecca's father. His existence forgotten because of Sugar's power, Kyros always waited for a chance to take down Doflamingo, even while he raised Rebecca.
Elsewhere, Franky assaults Smile Factory and a chaotic battle with the guards ensues. Using the commotion as cover, Usopp and Robin sneak beneath Smile Factory with the Tontattas. Usopp and the others plan to make Sugar faint with super spicy Tatababasco Sauce to break the power of her Hobby-Hobby Fruit that changes people into toys.
The plan, however, fails. Usopp struggles against a top leader, but loses and is captured. His life in danger, Usopp has the super spicy Tatababasco Sauce shoved into his mouth. The incredible spice makes Usopp make an unusual face. Sugar is so shocked seeing this that she loses consciousness.
All trapped in the bird cage
When Sugar faints, all the toys turn back into people at once. Dressrosa is plunged into chaos, all according to plan. The warriors of the Coliseum who were turned into toys by Sugar hail Usopp as a hero, and together they assault the Royal Palace where Doflamingo is.
The identity of the man was Sabo, chief of staff of the Revolutionary Army and Luffy's brother who was thought dead. He destroys the gladiatorial ring and uses the confusion to get the Flame-Flame Fruit before escaping.
At the Coliseum, the strange man fighting for Luffy senses the commotion in Dressrosa, and moves to finish things.
Doflamingo activates the “bird cage” of sharp threads all over the island to control the situation. He threatens the citizens with imprisonment unless they defeat Luffy and the others. There are many elite sailors in Dressrosa, and for some reason Admiral Fujitora still supports Doflamingo. He tries to capture the Straw Hats, but is held up by Sabo.
Then Luffy and crew head to the top of the Royal Palace with Law and Kyros to face Doflamingo.
Heading to Doflamingo’s palace
Rebecca comes to the flower garden to give Luffy the key to Law's manacles, but she is attacked by Diamante, one of the leaders of the Donquixote Family. She wishes to be saved by the one-legged soldier and Kyros appears to tell her she doesn't need to fight any longer. Luffy frees Law with the key from Rebecca and they enter the Royal Palace together.
However, there they meet the now conscious Sugar. She plans to turn Luffy and Law into toys. If that happens, they'll never be able to defeat Doflamingo, but Sugar's trauma is brought back by Usopp's super long range shot, and she faints again. Now out of danger, Luffy and Law reach the top floor of the palace where Doflamingo is.
There they are told of Doflamingo's shocking past. He used to be a Celestial Dragon. His father was persecuted by people after abandoning his position and coming on land, so he vowed to destroy the entire world. They must do everything in their power to stop Doflamingo. Law remembers Corazon, the man who saved his life.
Law’s connexion with the Donquixote Family
Law used to be infected with the white lead disease, and wasn't given long to live. He joined the Donquixote Pirates and lived his days in despair, but one day he was taken away by Corazon, a leader of the Donquixote Family. Corazon was Doflamingo's younger brother and a marine’s spy who was looking for information to stop his brother's rampage.
Corazon got the Op-Op Fruit and gave it to Law to heal his white lead disease. However, Doflamingo found Corazon out and shot him. Law built up his strength as a pirate to get revenge on Doflamingo for killing Corazon.
In the present, Luffy and Law face off with Doflamingo on top of the Royal Palace. Intense fighting ensues all over Dressrosa, and the Tontattas reunite with their friends who were working in Smile Factory.
Doflamingo's followers are defeated one after the other by the Coliseum warriors and the Straw Hat Pirates, leaving only Doflamingo and his three top leaders.
Fight against the Donquixote Pirates leaders
In the flower field, Kyros is having a fierce battle with Diamante, who killed his wife and tortured his daughter. After an exchange of fierce techniques, Kyros is helped by Robin and finally defeats his nemesis.
At that time Pica, another top Donquixote Family leader, becomes a giant rock person and goes after the former king Riku. Pica tells him that a country is made by military strength, and anyone driven from the country by Doflamingo doesn't have what it takes to be king. Then Zoro attacks and slices through the rock with the three-sword style “Billion-Fold World Trichiliocosm” and defeats the real Pica as well.
At the palace, Law defeats the top leader Trebol. With all three leaders defeated, Luffy is left to face Doflamingo. Luffy activates his new skill, Gear Four, and Doflamingo responds by awakening his Devil Fruit powers. Their battle gets more and more intense inside the bird cage.
Release of the cage
Luffy slams Doflamingo with the Leo Bazooka technique, but the effects of Gear Four render him unable to use Haki for ten minutes. Burgess of the Blackbeard Pirates aims for the weakened Luffy, but Sabo stops him. As he continues to take damage, Doflamingo stands up to attack Luffy, but the warriors of the Coliseum work together to buy more time.
Then, the friends of the Straw Hats join their forces to hold back the bird cage and help Luffy recover. With his Haki returned thanks to everyone's help, Luffy activates Gear Four again and flies away... for his final showdown with Doflamingo.
The man whose savior was killed, the fallen whose trust was stolen, the soldiers whose existence was erased and had important people taken from them. The country, the royal family, even time... was all controlled in Dressrosa. The birdcage stretching across the sky seems to symbolize their stolen freedom.
Luffy felt rage from the bottom of his heart.
“You have everything in the palm of your hand!”
“You try to control everything, and I feel like I'm suffocating!”
His full-power Gum-Gum King Kong Gun explodes. Luffy's fist tears through Doflamingo, putting an end to the long battle. The bird cage disappears, and cheers can be heard all throughout the country.
